I would say it didn't pay off for the most part, because he didn't finish the race because of it.
I actually thought this was MORE of a parade than previous years. Few attempts at passing (by the same few people), but the most significant passing (Vettel and Webber passing Hamilton) was under a safety car period.

There has to be a demand for them to still be used, and there isn't. The cost on maintaining a building like that is huge, and if there aren't any buyers looking for such a building than what else can the possibly do.

It's not like swapping out your laptop battery. These batteries weigh hundreds of pounds and need to be connected and secured in the car in a save crash proof way.
There is a single manufacturer for all cars.... that was always the intention.
I think this has potential in the future to be pretty popular, but as long as the batteries don't allow them to use a single car for the whole race, this is just a showcase of the worst part about electric vehicles and overshadowing anything good about it.
