That would seem to be the only logical thing, no way in hell publishers would let a purchase of a game count as 10.

The reason the US can't "unshackle" (for lack of a better term) is because of the telecom oligopoly in this country. They are persistent in looking for ways to nickel & dime their customers rather than competing by improving infrastructure.
