That heroin number is so much lower than the others because, in part, it is illegal.
I don't see alcohol and hardcore drugs (cocaine, heroin) as analogous, mainly because alcohol can be used in moderation while hardcore drugs very rarely can.
Probably not marijuana, but cocaine and heroin are extremely addictive that more often than not completely destroy a person's life. Alcohol and tobacco are different because they can be used and enjoyed in moderation (and most of the time are).
You don't have a problem with such destructive and dilapidating drugs being legal in the US? I think the government has a responsibility to keep these drugs away from the public.
