Pagani is trying to sell a new car that doesn't meet the standards required in today's regulatory climate. Down the road, when all/almost all cars are autonomous, there may be some flexibility on the part of regulators to allow for enthusiasts to have their cars. Government or no, the market will probably demand autonomous cars. Regulators and car companies will be happy to help make it happen.

On the whole, it's been easy enough to carve out regulatory allowances for older cars, it should be the same for other low-volume cars.

As cars become more commodified and non-enthusiasts embrace fully autonomous cars, I believe there will be an opportunity for hardcore enthusiast automakers to dispense with the costs of mass-production and serve a small enthusiast market. Just like sailboat makers and whatever elves make horse tack.
