Historically, almost no one pays it - they figure out ways to reinvest, donate to charity and bring down taxable income in myriad ways that usually result in benefits to society at large.

The thing about a high marginal tax rate is that almost no one actually pays it. Instead they reinvest in theri businesses, increase charitable contributions and use other methods to lower their taxable income — most of which benefit society overall.
