The least safe driving I have ever seen in my life (cars intentionally ramming other cars, unsafe aggressive passing, etc.) all have been a result of someone experiencing road rage due to cars driving more slowly. Driving slowly does not automatically equal safely.

Is it really surprising that when there is enough snow to obscure the lines and curbs, that people give a wide berth to the edge of the road? I would never consider this valid data to ascertain normal (snow free) driving habits. People drive much differently in snow vs clear weather.
