non-paved public roads are a gray area. Depends if the street is a blue sign or green sign denoting private or public through-way.  As for this I mean actual off-road.  Like trail riding and private roads all the way to full on rock crawling.

Nobody needs a BMW, Tesla, sports car, Jeep, roadster or any other car any of us would like to own. They all need a camry or a Grand Caravan. Or really just a bus
