I pointed this out in another reply, but the siege mentality doesn’t really scale up to a planetary level. Sure, you can blockade supplies and building materials, slowing any projects being developed, but the chances of outlasting the inhabitants of a planet are pretty small.
Not to mention this isn’t a space station or even a moon, we’re talking an entire planet here. Having one entry/egress point that could become blockaded is much less of a concern when you have an entire world’s worth of resources to outlast a siege.

If you’ve seen the trailer for Season 3, there is a scene where the rebels get a message about Academy cadets wanting to defect. Even though the voice is modulated, it’s pretty obviously Kallus. I think he’s seen the Empire for what it is and is becoming an inside man for the rebellion.

If I remember correctly, B5 and Seaquest DSV both used Video Toasters for their effects. Even then they were incredibly cheap compared to CG solutions used by studios at the time.
