They as police officers are entitled to make the decision. I don't think this guy is going to loose his job. In this case, he said he will give him a ticket if he pulls him over again. I have seen the same officer multiple times around my area so I think it is fair.
And to add to it, he let us know what is happening up the ranks. At first I though, "Oh crap, he is about to get in trouble". But actually, I'm happy he let us know because now we know how the cops react to stuff like the NYC incident. This guy needs a raise.

I wish all cops were like this. He realizes that they were not going dangerously fast, but still speeding. And because he needs to do is his job, he needs to pull them over. But he let them go with a warning. Everyone wins. He does not look like a jerk, and the motorcyclists save time and money.

It took about five days of deliberation, but a jury found that Toyota wasn't at fault for not installing a brake override system. Rather, they found the octogenarian behind the wheel who ran the stop sign who killed a woman was at fault.
