I don't think this solves anything actually. The market will still determine the price of the car. If they know they want to move more cars to get more allocation in the second round - they may reduce the market somewhat, but if there's demand that allows them to sell the cars quickly - they'll still mark it up.

The problem does not lie in the enforcement of speed. The problem lies in prioritizing it. As an owner of a McLaren 12C, why is this a dickish move? They are catering to a market - that's a move any super/hypercar company would make to promote their car's connection between the track and street.
