We could let the private market handle it. If you get in any accident an your history shows texting, you lose your personal insurance coverage. Meaning they dont pay for your car, but they pay for whatever you slammed into, and then you have to pay it back.

95% of death wobble is caused by improper pinion / axle / caster angle. Go lift a shopping cart by the back and push... you will see what I mean.
