It is a relatively clever way to defeat people automating small periodic routes (ceiling fan, RC car, toy train, etc.) at the same time as driving (at a normal speed). Recording distance and ping timestamps to calculate rate would solve the proposed issue. Or institute the same process locally to bypass ping issues,…

The point was that the ping is supposed to be 60 s, but can be significantly longer, due to server traffic, but it still has a cutoff of 300 m. So if the ping is especially bad, you could easily meet the cutoff.
