Just put trucks in their own tax and licence requirement bracket. Should solve a LOT of them on the road if people need to take another month or so of driver training and a heftier license fee.

If you want chases to stop then allow cops the methods to more safely shut down fleeing vehicles. They have arrester ropes that they can drop from the front of a car.
