Most ditch the hefty faring on the liftoff process post exiting atmosphere to save weight on the return trip. Just put trucks in their own tax and licence requirement bracket. Should solve a LOT of them on the road if people need to take another month or so of driver training and a heftier license fee.

A smaller more efficient electric motor, more then one set gear ratio, and a larger capacity battery. Seems about right.
Now to see if the interior is just a few wood slabs and an acre of plastic like the model 3 or an actual interior.

If you want chases to stop then allow cops the methods to more safely shut down fleeing vehicles. They have arrester ropes that they can drop from the front of a car. They have scrambler tech that can remotely disable a car. They have tracking “bullets” that can get stuck to a fleeing car and transmit location.

However their funding was gutted forcing the old and more expensive shuttles to persist for longer then expected. It ended up costing more to overhaul each craft and maintain it then developing a replacement at the time. Yay for shorted-sighted goals screwing over things in the long run.
