Too bad an iPad charger charges at the same rate as a normal stock iPhone charger, ya know, 1.2A. IPhone limits it. Common misconception that iPad chargers charge iPhones faster than an iPhone charger.
Really? Must be your cord then. I use a monoprice "premium" 6ft cord and use the 1A port and that's exactly what I get (using my Nexus 5 or 2013 Nexus 7).
