The problem with having an on-highway vehicle is that it becomes subject to NHTSA and EPA requirements for on-highway service. If it's technically an aircraft and only an aircraft, then it would only be subject to aircraft regulations rather than all of that other bullshit that isn't even relevant while flying.

Funny funny. It's called urea and when it's used in diesel exhaust aftertreatment, it's produced synthetically. It also doesn't "clean the exhaust" it is the reducing agent in selective catalytic reduction (SCR) which is the method of aftertreatment used by all on-highway diesel engine manufacturers in the US.
