It's not a requirement but your performance quality will suffer without it. Best to not risk it and wear the tightest one you can find.

Most of the "buttons" in an aircraft cockpit are actually push/pull circuit breakers and aren't (shouldn't be) used during flight. Every single electrical circuit is wired into the cockpit except for maybe some light that illuminates an area that can't be accessed or seen while in flight.

The idea is that large leaks produce an audible hiss that's fairly easy to identify. They also produce sound in the ultrasonic region where this tool comes in handy. Small leaks that don't produce and audible hiss will still produce [ultrasonic] sound that this tool will detect.
It actually varies from state to state but federal bridge formula dictates 80k lbs so that's a sort of de facto standard.
