Not necessarily. NG permeates seals and containers and also has to be stored at much higher pressures, or cryogenicly (sp?) if stored as a liquid. Propane, on the other hand, is usually stored as a liquid and at much lower pressures (because of the lower vapor pressure) so storage containers are usually much simpler.
