They require a head and neck restraint that meets the requirements of SFI 38.1. HANS meets that spec as well as a number of other head restraints. FIA 8859 is set up so that only the HANS Device meets the requirements. Some of the people (that I know) in the SFI foundation think this is bullshit.
As cool as GpB is (was), the arguably more pivotal rule change that would later drive the FIA to create GpB was in the late 70s when they started allowing 4 wheel drive in Group 4.

It wasn't a requirement in NASCAR until after Ernheart Sr died. There were several major changes to NASCAR safety after his crash, HANS being one of them. They also banned open face helmets and (I have been told) adjustable lap belts on the left side.
