The last bit is mostly correct. Even though the new cars in the US and European markets meet fairly strict regs, it's unlikely they do in China. Emissions control systems are expensive so if there's no requirement, manufacturers probably aren't going to equip them voluntarily.

Most engines are inlet side limited. It works better when they are on the exhaust side. Unlike the turbines featured in this article, using a turbine powered by the exhaust to generate electricity is a real thing and actually provides a benefit.
I'm not saying you should dismiss it because somebody isn't doing it. I'm saying: the fact that no one is doing this should make you question whether or not it does what it claims. It is fundamentally flawed, that's why no one is using these turbines.
