Correct. It’s there so the host can manually change someone’s status if they speak to them.

If you have friends who are hosting something and change your status to Going when you said Can’t Go, you might need new friends. (or maybe it was a misclick!)

I would imagine that the purpose of that tool is so that the host (who presumably has other ways to communicate with the attendees such as a telephone or face to face interaction) can update the guest list when someone tells them they will or won’t attend an event.
