Some countries really shouldn't be allowed cars, this is one of them. The people and culture there is not ready for it.

No the Oort cloud is basically a vacuum. There might be hundreds of thousands of car sized objects lets say, but they are spread over a volume larger than the that of a sphere the size of Jupiter’s orbit.
