One thing I really like about this leveling system is that the combo of being able to spend your level point(s) on buffing your base SPECIAL stats + there’s no soft/hard cap on EXP, means you can max out the entire chart. That will cut down on restarts and ensures you can’t gimp yourself (at least not permanently).…

I’ll take another look when I’m not asked to pay again for half to most of what should have been. So, when Taken King’s fixes (most of which are in now via a patch I think) AND a conherent, moving story (that doesn’t require I check crap outside the game!) are obtainable without me having to spend another dime.
Given how crazy Konami seems to be about internal security and controlling everything, I find it hard to believe they didn’t know something was going on under their roof, and I wouldn’t be surprised if they know who took that party pic just based on the angle.
