Some people prefer to get stuff officially, so the existence of fansubs don't really enter as a concern. Also, there are plenty of people who never really got in on Sailor Moon in the first place, and this would be a way for them to be properly exposed. If I remember correctly, Dubs are coming later. They've actually picked an entirely new voice acting cast approved by Naoko herself and I'm assuming that will likely take some time before it's completed and ready for release.
