It’s not medieval European, it's fantasy world loosely based on Europe.  There's literally no precedent for who is what color.  All fantasy has some basis in the real world because all creators are human.  But just because there are remnants of France and Poland doesn't mean they have to stick to that reality.

Yup. I am going to guess we find out that the Dai Li were not founded as the secret police we see in Aang’s time. They evolve to be the corrupt force we’re more familiar with. that opens the story up for some interesting nuance around how what was once a force for good can be corrupted over time to make something evil
