Why would we want to protect children, who certainly aren't paying taxes? Why would we want to protect impoverished people, who certainly aren't paying either? Why don't we check people's IRS records before offering them assistance to make sure they haven't evaded their responsibilities?

The justice system sucks at prosecuting rape. Unless chances of conviction are high (and they aren't if the victim was intoxicated, and they aren't if the rapist was an acquaintance, and they aren't if the rape wasn't physically violent, etc.) the guy won't ever even get charged, let alone go to court.
