Regarding the AC/power issue, have you looked into a swamp cooler? Not necessarily the big missile-launcher looking things that hang off the window as an accessory on a lot of old Bugs, but one that can plug into the cigarette lighter, and maybe belt into a backseat?

So what’s your minimum measure of safety in a daily for children that you will personally allow before you start putting horrible mental images into parent’s heads, as well as the implied shame for transporting children in anything less? Dumb question: Could it be an oil radiator? At first, I wondered if maybe it held oil, both for the engine, as well as that massive headlamp. Then realized motor oil and lamp oil are very different... so maybe part of the tank is oil for the lamp(?) and the majority of it is oil for the engine?

That looks to be a 81-87 GM G-body. Probably a later Monte Carlo LS, based on the font/design of the gauges, but not the full gauge package like you’d get in an SS. Note the blank plate on the right hand side across from the speedo. I’d bet this has an SS nose on it, however. So I’d imagine it’s got power steering.
