Your point is just as valid though. I forget that inspections are a lot more stringent in other states. Hell, outside of metro-Atlanta, you can register anything with wheels. Emissions compliance is non-compulsory.
State Inspections don’t always mean the same thing. In Georgia, you can register anything that passes an OBD-II emissions test as well as visual inspection. They don’t look at the car’s integrity in any capacity other than that.
I would think it’s more for sound than overall performance.
Sounds like he’s had the Cats tuned out of the computer so it isn’t tripping a code. I’m not saying that’s okay by any means, but unless they put a mirror underneath the car or put it on a sniffer, you’d be fine.

I’m convinced the reason FCA abruptly pulled out of merger talks is because they saw Renault/Nissan’s financials and are just waiting them out until they can absorb them into the hierarchy via buyout instead of using their clearly flawed management structure and merging

From my vantage point public transit is a really difficult to solve conundrum.

I’ve had two C4 Corvettes (Well I guess I still own one.) and the cupholders are deplorable. They’re the diameter of a typical 12oz can and about 1-1/2" deep. OH and if you drive a stick shift car like I do, 5th, 6th, and Reverse ALL intrude on that space.
I bought these at Advance and tucked them under the console…
