Keep in mind, there’s a difference between a standard and a method of teaching. There’s nothing wrong with expecting everyone to know the same information across the country, but I understand wanting some differences in curriculum in different areas.

I think you misunderstand the point of a standard: it’s not to mandate in what way sex ed is taught, but what the bare minimum information that needs to be provided for it to be covering the basics (and it probably needs a requirement to be medically accurate, too).

I absolutely agree that there’s going to be more than one effective way to handle sex education. But without the data, we’re pretty much operating in the dark about which method is actually an effective one.
