You are right that they are very slow at implementing many things. HD being implemented on the global coverage so late compared to many others sports did not fit to the high tech image of F1 at all. I doubt it's fps that directly gives you headache as our eyes see somewhere between 190-250fps, but it could have something to do with the monitor or if you are pushing your PC, just very small frame drops , no matter how high the fps is can get you a headache.

I don't think it's really about lack of faith on upcoming models, but more about their cash situation. Tesla is in a tricky spot with the gigantic investment on Gigafactory that was kind of forced to them if it wants grow, that it has to do.
