I wasn’t suggesting that you don’t understand marginal tax rates. You complained about the overall complexity of the tax code, attempting to link that with the article’s explanation of most people’s failure to understand marginal tax rates. All tax systems embody certain ends and even certain means. All tax systems encourage certain behaviour and discourage other behaviour. If you want to encourage savings and investment, then a tax system based on sales tax is possibly a good move.
