Vice City and San Andreas are a rare time of when music licence rights wern't as savvy to sales, so they sold them cheap, after the boom of these games and once the sixth generation started, rights to songs skyrockted like crazy.

Tell that to Josh Mancell (Crash Bandicoot composer, Naughty Dog era), due to the rights mix up, he is forbidden from selling ANY music he did for those games because of something Activision said.
