This is my disappointed face.
The diffuser doesn’t really spoil the air behind it, at least not the same extent as the rear wing does. From what I can see, the rules are making the impact of the rear wing less damaging as well as making the car following have an aero package that is more consistent in dirty air.

Diffusers are very, very aero efficient; they aren’t terribly inconsistent in dirty air.
I bet the 2011 and 2013 season viewers would beg to differ. The only difference I could think of would be that Webber had terrible starts and could never challenge Vettel over a full season.
