That's a great story, but I have to think it's not totally true. NASA wanted much smaller wings, something closer to the lifting body concept you can see on the DreamChaser. The Air Force made them accept the wider wings that would've allowed the Air Force to launch safely to a polar orbit from Vandenberg.
