Just bought one, I didn’t see the options for the low end w/ lockers on the non-Trailhawk.

I think so because I have seen base model Cherokees with the same level lift as my Trailhawk on the road.

But if I’m reading this buyer’s guide correctly, you have to add $2k to get 4WD on anything but a Trailhawk, which brings the price much closer.
