Well, therapy and a certain amount of judicial punishment. Let’s be clear: they weren’t small children who can’t be held responsible for their actions. At 18 and 19, they’re adults who are morally and legally obliged to answer for their crimes. But therapy would probably be a good idea too.

They should serve time first. They are adults, not little kids. At 19 you shouldn't need parental supervision in order to not assault. They committed a horrible crime and they should all get a stiff sentence before being deported.
