Can I suggest...they you get some String netting, Hang outside the window and Grow Vines..Or Peas, Melons, and other things to cover the window..Lots of plants that are Vines...and wont bother anything, AFTER the summer is over..

You forgot something...Use trees on the South side of the house.. Leave north side open. Unless you want to use evergreens, that can protect from that Noreaster..

In the end tho, its up to the CITY to let the IT build and create something that can work...IF’ they are willing to pay for it..
