I've had a "Fresh install" where it kept the whole old file directory of xp in the Windows.Old folder. Hell, I've had an easier time upgrading from xp to 7 than from vista to 7, and i've done about 30 upgrades now, only about 10 of them had a complete hard drive reformat.

I like this thing in concept. Just modify it for its close enough to real time updates to provide traffic data, enough cars on the same highway aren't breaking 10 mph, update for other subscribers to give them alternate routes, and help alleviate the suspected traffic jam.
