Hahah, yeah, they've a tendency to do that. A good counterbalance to keep them stable while you building up your satelite Nexus's/Satelites is to take on encounters from the Countries with the highest panic level. It'll buy you more than enough time to build up a fleet.
Invest in scopes, scopes, and more scopes. Then when it becomes available, build a foundry and have them workout advanced scopes. I Hit 95% with both my main snipers on practically every encounter.
