A hobby charger use standard issue CC/CV charging on Li-Ion batteries. They will only charge as fast as you set them to. Some LiPos can be charged fully in less than 10 minutes with no harm done.

Lithium cells are not inherently safe. Your safest options are IMR and LiFe cells. Random cells from a random laptop is quite likely ICR cells which will react rather violently if not treated just right.
