The best option would be a motorcycle, if weather permitted all-season riding and people would finally stop buying SUVs and crossovers. Extremely fuel efficient, cheap as hell to insure, and repair costs are small on a good day. Sure, weather can be a bitch, but it's worth toughing out in the right situation.
