When I click on a video with the subject of blowing on game cartridges, I tend to expect to watch something about that subject, not explain to me a very simple and obvious theory that's seen in every day life already.

That's all it is, a visual improvement. It's not necessarily a performance one, since most games that play at 60 can't consistently stay there, and some are built around how many frames they get, so it's just as much related to pure eye candy as high res textures are.
