With chrome open hit Ctrl + O to open a browser window. Then navigate to your file. I have found if you leave the video setting at 720 it can be glitchy but if you change the video ouput to 480 it works great. The video settings for chromecast are in chrome > menu > tools > extensions > chrome cast options
