The only structural downsides I've ever really seen in Wankels is not enough seals (like a two ring seal in a race engine versus a three ring seal in road engine), not a high enough polish on the interior, and a shortened stroke resulting in reduced torque.

F1 cars in the past two seasons have been speed limited by a highest permissible engine speed (a FIA regulation) and by the gear box. I imagine that if they switch to a turbo recovery system that it'll involve a clutch connected flywheel or motor. Either one could be used to improve acceleration helping the turbine come up to speed or increasing boost like Indy cars.

But it is powerful enough to allow for a pass in a corner or to block DRS from being useful.
