DC is going through an epidemic of this right now. Gangs will literally roam one of the main thoroughfares in stolen cars, send in minors to CVS stores to rob (not shoplift, rob), and then skedaddle.
A Lot of gangs will use minors to do stuff like this because of minor sentencing if they are caught. My city has a huge problem with car break-ins and car jackings currently. Many are being done by minors

Make workzones smaller. When you see miles of highway blocked off works, but no sign of the works, then people learn to ignore the signs.
