Money is fungible. Money is allocated in order to meet expected demand. If you're allocating money to Medicare then that money is not being allocated to a variety of other things.

It had plenty of both. People just had stupid expectations of what that means. The choices affect the story even if they don't drastically alter the plot. Stories are about what meaning you draw away from the characters' struggles. Not the fact that everyone dies at the end.

No. A vaccine is essentially the deactivated shell of the flu virus. It basically acts as a training-dummy version of the virus for your immune system to practice against. If it's exposed to the actual virus it will already have the antibodies available and on hand to kill it before it infects you.
