We do sort of do this already with deductibles and co-pays (penalize people for utilizing health care).
I’m pretty sure that’s not the argument. Once you have coverage, they can’t “drop you” for getting sick. It’s coming back if you let your coverage lapse.
Except that’s not at all how life, auto, homeowners etc. works...the more “at risk” you are, the more you pay. Try getting life insurance as a 75 year old smoker vs. a healthy 3o-year old. Try getting auto insurance as a 18-year old with a DWI and Ferrari vs. a married mom in a mini-van. The cost for higher risk…
