Seems like it would be pretty easy. Just outlaw them from US, Chinese, European and Indian ports, the Suez and Panama canals unless they meet emissions standards. Would at least make a big dent.

Except that’s not at all how life, auto, homeowners etc. works...the more “at risk” you are, the more you pay. Try getting life insurance as a 75 year old smoker vs. a healthy 3o-year old. Try getting auto insurance as a 18-year old with a DWI and Ferrari vs. a married mom in a mini-van. The cost for higher risk…

In general I think that the fact that residents didn’t get to vote on this (no public referendum) isn’t, in the scheme of things, the real problem here. Public referendums are generally terrible ideas (see: Brexit, pretty much every proposition ever passed). We elect leaders who are supposed to make these decisions.
