My vote for stupidest thing is using his Fyre Festival mailing list to try and fleece people again, while he was being investigated for all of the Fyre stuff.

IIRC most of the tickets that sold were more like hundreds of dollars per head, not thousands. That was one of their many, many problems - the luxury tickets never sold. Well, that and the fact that Billy is just a straight con artist.
