Yes and no. The air is filtered and changed regularly, however, the whole reason 6 ft is a rule is because of airplanes. After SARS or swine flu they discovered that people had gotten sick after sitting 2 rows away (6 ft) from someone with the disease.

Almost all efficiency improvements could be done just by updating the drivetrain and adding air skirts to the underside.
