They also require the old “first sold” rules to stay viable, as in they get to sell every last electron of their power before the other sources can sell any of theirs. Heating and cooking (which is also heating) is much more efficiently done with natural gas than it is with electricity. We should focus on the inefficiencies, but cities are desperate to look like they are doing something. 

100% solar or wind is a total pipe dream because of seasonal shifts. You would need to overbuild the capacity by 50-100% in order to account for low wind and winter months. And the need for battery storage and solar and wind struggle desperately to ever produce more energy that they required to make.
